How do International Forms of Accreditation Facilitate or Inhibit Collaboration between Institutions of Higher Education in Mexico and the United States?

There is great interest in Mexico (and elsewhere) in international forms of accreditation as institutions of higher education seek to improve quality, enhance reputations and create partnerships with US institutions that will promote student and graduate mobility. However, international accreditation of Mexican institutions is very limited. Does this have to be a barrier to greater collaboration? How can Mexican institutions that are not internationally accredited improve their opportunities for partnerships?
