Budget negotiators struck a deal late Friday that could make New York the largest state to offer tuition-free public higher education.

The $153 billion state budget agreement includes the Excelsior Scholarship, which covers tuition for any New Yorker accepted to one of the state’s community colleges or four-year universities, provided their family earns less than $125,000 a year.

Preliminary results of a survey of nearly 300 American universities released earlier this month showed that nearly four in 10 universities were seeing application declines and that many universities were reporting concerns on the part of international students about a perceived unwelcoming climate in the U.S. and about visa policies.

The Ontario government announced on Monday it will invest $50 million into publicly assisted colleges in the province.

Matthews, speaking at George Brown College in Toronto, said that the money will be used to enhance student learning and enable colleges to buy software for teaching, new lab and shop equipment, and technology to modernize classrooms.

Matthews said the money will support what the province calls the Northern Colleges Collaboration, a partnership among Ontario's six public colleges with the aim of improving access to education in the North.

When President Trump proposed a cut of nearly 20 percent in support for the National Institutes of Health, many wondered how the administration would even attempt to find such reductions. The answer emerged in the congressional testimony last week of Health and Human Services Secretary Tom Price, who argued the government could save billions without hurting research by cutting back on the overhead reimbursements to colleges and universities.

His classes at Brown University’s School of Public Health are well into the second semester. Ever since his student visa was revoked he has been trying to keep up, somehow, from across the ocean.
